Aquatics and Recreation Supervisor
SUMMARY:
Under the direction of the Recreation Director, this position is responsible for taking initiative and managing with minimal supervision (i) all aspects of operating, managing, and marketing the Sapulpa Aquatics Center, (ii) providing quality programming to the City of Sapulpa and surrounding communities and (iii) serving as a member of the Sapulpa Parks Recreation team. This position is considered safety-sensitive.
WORK ENVIRONMENT: This is a field position, especially April through August, during which the employee is exposed to extreme summer temperatures (110+°F Heat Index), wet surfaces, sun, cleaning chemicals, and pool treatment chemicals.
QUALIFICATIONS:
Required:
- Graduation from an accredited college or university with a bachelor’s degree in recreation, physical fitness, education, leisure studies, or a related field; or four years’ experience relevant to the essential tasks listed in the job description.
- Possession of or ability to obtain a Tulsa City-County Health Department Pool Operator’s Permit (CPO) within first six months of employment
- Possession of or ability to obtain trainer certification from a nationally recognized provider for Shallow-Water Lifeguard, First Aid, and Cardiopulmonary Resuscitation Professional Rescuer (CPR Pro) for adult, child, and infant (LGI) in first year
- Demonstrated knowledge of best practices for teaching swim lessons
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Oklahoma
- Possession of or ability to obtain Tulsa City-County Food Handlers Permit within first month
Desired:
- Prior municipal pool supervisory/leadership experience
- Prior lifeguarding and lifeguard training experience
- Prior water maintenance experience
- Prior experience working with children, teens, and young adults
- Prior customer service experience
- Prior cash handling and point-of-service (POS) experience
- Credentials such as Certified Park and Recreation Professional (CPRP), Aquatic Facility Operator (AFO), Lifeguard Instructor Trainer (LGIT)
SPECIFIC RESPONSIBILITIES:
I. All aspects of operating and supervising the Sapulpa Aquatics Center, including but not limited to:
- Facility Operations: water testing and treatment, concession management, facility schedules, admittance protocols, training and positive enforcement of facility rules in the best interest of preventing accidents and protecting city assets, maintaining the facility to Oklahoma State and Creek County Health Department standards, serve as administrator per the City of Sapulpa and American Red Cross Licensed Training Provider agreement, general maintenance and janitorial tasks, and submit and maintain all appropriate records per City, County, and State protocol
- Risk & Emergency Management: emergency action plans, severe weather procedures, safely administer first aid and lifesaving procedures, risk management
- Employee Management: recruit, train, supervise, schedule, and evaluate approximately twenty seasonal employees serving as clerks, concessionaires, and lifeguards, serve as City of Sapulpa Red Cross Instructor, submit and maintain all appropriate records per City protocol in a timely manner
- Program Facilitation: plan, organize, promote, facilitate, and evaluate programs, classes, and activities (including swim lessons) to meet the needs of various individuals, groups, and the community inclusive of all ages and abilities, and revise program offerings based on collected qualitative and quantitative data.
- Financial Management: Prepare and monitor department budget and expenditures, ensure proper cash-handling and financial transaction procedures at Sapulpa Aquatic Center, submitting and maintaining all appropriate records per City protocol in a timely manner
- Marketing: develop and design graphic concepts to promote Sapulpa Aquatic Center facilities, programs, schedules, and general pool, water safety, and heat safety education utilizing a variety of digital (e.g. website, social media) and traditional (e.g. newspaper, posters) marketing channels; serve on local and regional committees promoting water safety
II. Providing quality programming to the residents and visitors of Sapulpa, OK in line with the Sapulpa Parks annual program plan.
- Maintain current knowledge of community-sponsored special events and programs.
- Plan, organize, promote, facilitate, and evaluate recreation programs, special events, leisure classes, and activities to meet the needs of various individuals, groups, and the community, inclusive of all ages and abilities.
- Evaluate and revise programs based on interest and attendance, monitor program attendance, assess feasibility and public interest, cancel programs as needed, and submit reports on programs and activities.
- Develop, seek, and secure alternative funding for special events and programs, including vendors, sponsorships, and donations.
III. Support Activities
- Serve as a member of the Sapulpa Parks Recreation Team by assisting with additional programs, activities, and special events

- Extensive knowledge of the program life cycle, group dynamics, and current trends in municipal parks, leisure, and recreation.
- Ability to develop, train others, and enforce safety regulations and emergency procedures utilizing positive behavior management techniques.
- Ability to assess and address potential hazards, including site, environmental, and food safety, while interacting with others in a fast-paced environment.
- Knowledge of and ability to follow safe food handling and procedures and handling of hazardous pool chemicals
- Knowledge and ability to write and speak professionally
- Ability to follow city-approved cash-handling procedures.
- Knowledge of and ability to develop, monitor, update, initiate, and lead Aquatic Center Emergency Action Plans.
- Proficient use and operation of equipment applicable to the position, e.g. desktop and laptop computer, multi-line telephone system, network copier, POS, cash register, microwave, broom and mop, power washer, rescue tubes and hooks, ring buoys, backboards, c-collars, automated external defibrillator (AED), and bag valve masks.
- Proficient use of computer software applications including Canva and Microsoft Office (e.g. Outlook, Teams, Word, Excel, Publisher)
