Who do I call about an alley being blocked?
Contact the Code Enforcement at 918-248-5908 or the Police Department at 918-224-3862. City Code prohibits the blocking of an alley per Ordinance 1616.
Who is responsible for fixing the entrance to the alley, regardless of whether or not it is a garage entrance?
If a residence must access their home from an alley (no other parking alternative, but to park in street), the city will repair the alley, remove ruts, or fill potholes within the budget of annual maintenance funds. However, the overlay of an alley will not be done unless specifically budgeted for that purpose. This is because the City has very limited funds to do overlay, and alleys are not as high of a priority as our streets. Contact Public Works at 918-248-5928 if you have more questions.
Can I put a fence to the middle of the alley?
No structures are permitted to be constructed in alleys. Utility companies and City Services require access to the alleys. Water, sewer, gas, electric, cable, telephone, or other utilities must have access to the alleys. Fire and police vehicles must also have access down alley way for emergency access in case the main roadway is blocked.
My garage entrance is accessed from the alley. Will the city maintain the alley?
City Code requires property owners on each side to maintain the alley for the length of each abutting property. Call Public Works for additional information at 918-248-5928.

Why do I need a building permit to do work on my own property?
Sapulpa, like other cities and many counties in Oklahoma has adopted a set of uniform building, electrical, plumbing and mechanical ( heat and air ) standards for new construction and renovations. The codes not only protect the lives of people living in homes or working in buildings, but they protect the adjacent properties and their occupants. Building permits and inspections assure these minimum standards are followed.
Why can't an inspector tell me how to build something?
Building and trade codes provide minimum life safety standards for construction. There are various construction techniques that can be used to meet these standards. Decisions on “how to build it” to meet code standards are left to design professionals.
Who can do the work?
Individuals can do their own building work (footing, framing, etc.) provided it meets minimum code standards. Electrical, plumbing and mechanical (heat and air) work must be done by contractors who are currently licensed by the State of Oklahoma and registered with the City of Sapulpa.
Why does the city do inspections?
Inspections assure that the work of a builder or contractor meets minimum code standards. They are performed at critical points during the construction process. City inspections are focused on life safety issues.
Why are some inspections performed in groups?
Rough (All-Trades) and final inspections are typically performed once all the trades have completed their work. This assures that one trade does not damage another’s work – such as a plumber cutting through a framing stud to make an installation. It also allows the owner or general contractor to inspect the project in its entirety and address any concerns before receiving an inspection.
Is my city contractor's license current?
City of Sapulpa contractor licenses are valid from July 1-June 30 each year. Licenses become invalid after June 30 if not renewed. Contractors can contact the City Permit Clerk via email at permitclerk@cityofsapulpa.net or phone at (918) 248-5910.
How do I get a gas meter release?
A plumbing contractor must pull a permit and pressure test the gas system. The Building Inspector must be contacted to inspect/approve the pressure test. Once approved, a utility release will be emailed to the utility company.
How do I get an electric meter release?
An electrical contractor must pull a permit and ensure the electrical system is safe and properly wired. The Building Inspector must be contacted to inspect/approve the electrical service. Once approved, a utility release will be emailed to the utility company.
How do I schedule an inspection?
Requests should be made before 9:00 am for same day inspections. Inspections can be requested by calling the Building Inspections office at (918) 248-5910 or via email to permitclerk@cityofsapulpa.net.
Can I get a same day inspection?
Unless unforeseen issues arise, any inspections called in before 9:00am can be inspected the same day.
What was the result of my inspection?
The Building Inspector will put a green “Approved” or red“Not Approved” sticker on work that has been inspected. If “Not Approved”, a detailed list of issues will be documented on the red sticker.
What is the timeline for getting a building permit?
A typical residential permit will be approved within 3-5 business days. Commercial permits typically take longer due to Engineering Reviews.
How much does a permit cost?
What codes does the City of Sapulpa use?
The City of Sapulpa stays current with the Oklahoma Uniform Building Code Commission. Currently adopted are the 2015 International Residential and 2015 Building Codes. Also adopted is the 2014 National Electrical Code.
What are the fence requirements?
The City does not have a fencing ordinance. However, fences must be on the owner’s property, cannot be constructed in a utility easements or right-of-way and cannot impede the view of oncoming traffic. The building code does have requirements for fences over 6’ in height.
Is a permit needed to fix or replace a roof?
A building permit is required to repair or replace a roof if the decking beneath the roof or other structural components supporting the roof are replaced. Building codes only allow one layer of shingles above the decking.
When is a Certificate of Occupancy required as part of a building permit?
A Certificate of Occupancy, or CO, assures that all new construction or occupancies meet with applicable zoning, building, electrical, plumbing, mechanical (heat and air), safety, fire and environmental codes. Its sole purpose is to protect the health, safety and welfare of owners,occupants and the general public. All new buildings, both residential and commercial, must have a CO. Existing commercial buildings undergoing changes in occupancy, use or function also need a CO.
What plans should be submitted with a commercial permit application?
With new construction and exterior alterations, a complete plan set shall include a site plan showing the building in dimensional relationship to property lines, as well as all public utility easements and street access. Commercial plan sets require two digital copies of and three complete sets of authenticated engineered drawings for the site as well as the building. Additional plan sets for Hydraulic/Hydrologic (H&H), Civil Plans and Sediment/Erosion control plans are required when a new building is being built or a building is being enlarged.

Who do I talk to about a ticket or court date?
Inquiries relating to tickets, court appearances, payments, etc. should be made at the Municipal Court Clerk's Office located on the first floor of Sapulpa City Hall. City Hall is located at 425 East Dewey Avenue, Sapulpa, OK 74066. You can also call 918-227-5155 for any questions related to tickets, court, and payments.
What should I wear to court?
Dress appropriately. If you dress inappropriately, you may be asked to leave the courtroom. Appropriate attire, whether as a participant in a case, a witness, or an observer, shows respect for the judge who will be deciding the case. As a general rule, you should think of the courtroom as a formal environment. Dress as you would when going for an important job interview or to church. Here are some basic guidelines to help you pick the appropriate attire.
1.) Do not wear a t-shirt with profanities or an explicit image. If you are a male, a shirt with a collar and a single color is preferred. Blouses for females should also be conservative and not too revealing. Spaghetti straps and sleeveless blouses are not acceptable.
2.) Do not wear shorts or a short skirt. Shorts are never appropriate for a male or female to wear in court. When a female wears a skirt, it is important that it is not too short.
3.) Do not wear jeans with holes, jeans that sag, or sweat pants. If you do wear jeans to court, do not wear jeans that have holes all over them or are torn in multiple areas. In addition to that, you should not sag your jeans. If a judge or bailiff sees you in jeans that are sagging, chances are you will be asked to pull up your jeans. Sweat pants are also not appropriate for the courtroom.
4.) Avoid excessive jewelry. Men with gold chains around their neck are viewed in an unfavorable way. Women with too excessive jewelry are also frowned upon. A watch, wedding ring and one necklace are fine for women. Men should wear a watch and a wedding ring if they are married.
5.) Do not wear flip-flops. Your shoes are also important when choosing your outfit for court. Flip-flops are not appropriate and are also loud and distracting when you are walking around in a court room. All shoes should be clean and professional. Worn out gym shoes give a bad impression and are a sign of disrespect to the court.
6.) Cell phones. Turn them off when in the courtroom and pull your blue tooth earpieces out of your ear. Everyone wants your undivided attention and getting phone calls is seen as disrespectful. If your phone is off and still visible, look at your case. Is the case obscene, distracting, etc.? A case with a photo of marijuana leaves will not make a good impression on a judge in any case.
Remember that your outfit can be a reflection of your respect for people in the courtroom, so you should dress accordingly. Even if you do not say a word in court, your attire can still speak volumes to a judge. If you are unsure of an article of clothing, do not wear it.
If I pay my citation before my assigned court date, do I still have to appear in court?
No. If a citation is paid before your scheduled court date, your court appearance is not required.
What happens if I fail to appear at my arraignment?
If the citation is not paid, a warrant is issued.
If I have a warrant for my arrest, what are my options?
You can pay either with cash, money order, or credit card at the Sapupa Municipal Court Clerk's office, or turn yourself in to the custody of the Sapulpa Police Department.
Is this the same office as the District Attorney's Office?
No. The District Attorney's office resides in the Creek County Courthouse. You can contact the Creek County Court Clerk's office for more information.
How do I get a copy of a Police and/or Accident Report?
You need to request the report from the Records Division of the Sapulpa Police Department at 918-248-5977 and provide them with your name, date of the report, and report number if you have it. Completed reports can be picked up in person between 8am and 5pm Monday through Friday.
Code Enforcement
How long does it take the city to abate a public nuisance?
There is a process that the city must follow to comply with state law before it can abate a public nuisance. This provides the property owner a certain period of time to correct the problem or appeal the public nuisance determination. In most cases, the process takes about two weeks from the time a public nuisance is identified or reported to the time it can be abated. Abatement demolition of dilapidated buildings is a separate process under state law that can take several months to accomplish.
What if my landlord won't fix something in my home?
The Oklahoma Residential Landlord Tenant Act sets our responsibilities for both landlords and tenants. Such responsibilities are also outlined in lease agreements. As such, they are considered civil matters between a landlord and tenant and are not regarded as public nuisances. Bug infestations are also viewed in this manner, and it is up to the tenant or landlord to arrange for extermination. The city will investigate situations that pose an imminent hazard to a tenant's or the public's health and safety -- including dangerous electrical connections or appliance installations, lack of smoke detectors, or inadequate heating sources and sanitary facilities.
Why can't I park my car in the front yard or on the sidewalk?
The city's zoning code states that vehicles must be parked on an all-weather surface defined as asphalt or concrete. This means vehicles cannot be parked in the front yard. "Yard cars" detract from the community's quality of life. Parking on or across a sidewalk hinders pedestrians -- especially those with disabilities. Sidewalks must be available for use by any member of the public at all times. Also parking on the lawns may damage underground waterlines or sanitary sewer lines.
How tall does the grass have to be before it becomes a public nuisance?
The minimum height for public nuisance grass is 12 inches.
Do I have to mow the yard and maintain trees and shrubs next to the street?
City ordinance requires property owners to maintain all vegetation from the street curb or pavement edge -- even though it is part of the public right-of-way. The right-of-way area between the street and a private property line is viewed as an extension of the property available for use by the public. Trees and shrubs need to be pruned so they do not obstruct traffic or damage vehicles.
What is a trash public nuisance?
By state law and city ordinance, items that are dumped, improperly disposed of or otherwise uncared for can be considered a trash public nuisance. The most common types of trash public nuisances include piles of discarded items, tree limbs and brush, old furniture, lumber, and dead appliances.
Easements
What is an easement?
An easement grants access to private property for utility installation and maintenance. No structure, fence, or tree may be placed in an easement without the written consent of all utility companies that have the right to access an easement. Your survey will show all easements located on your property.
Who owns utility easements?
The property owner(s) own all land including the utility easement. However, utilities have the right to access that portion of land which has been designated a utility easement.
Where are utility easements located?
Utility easements are usually created at the time a plat for new development is designed. Utility easements almost always exist along streets and along rear lot lines and sometime exist between two lots. If you do not have a copy of the plat to verify easements, contact 918-224-2924 for Mapping, and they will assist you.

When are payments made to vendors?
Payments are approved at City Council meetings which are normally the 1st and 3rd Mondays of each month. If the designated Monday is a holiday, the meeting will take place on Tuesday. Invoices must be submitted by Wednesday preceding the meeting day in order to be considered for payment.
What is the Sales Tax rate for the City of Sapulpa?
This depends on if it is in Creek or Tulsa County. The sales tax rate for the City of Sapulpa is 4%. The State of Oklahoma sales tax rate is 4.5%. The sales tax rate for Creek County is 1%, for a total of 9.5%. However, the sales tax rate for Tulsa County is .917%, for a total of 9.417%.

My car was towed by the Police Department. How do I get my car back?
To get your car out of impound, the registered owner must come to the Sapulpa Police Department with proof of ownership. This can be done by providing the title and registration or at least two other forms of ownership, such as DMV teletype, notarized bill of sale, insurance verification, etc. Valid proof of insurance must also be provided at the time of the vehicle's release. Someone with a valid driver's license must also be present. Once these steps have been completed, you will be given a release form, and you will present it to the wrecker service and pay the tow costs.
I need to speak with a specific officer. How do I contact him/her?
Call the main non-emergency phone number for the Sapulpa Police Department, 918-224-3862, and speak with the police dispatcher to ask if the officer you need is currently on duty. If so, they will notify the officer and he/she will call you back as soon as possible. If the officer you need to speak with is not on duty, ask the dispatcher to take a message to have the officer call you back. Please leave your name, phone number, case number if you have one, and the officer will call you back as soon as possible.
How do I get property from the property room?
If property was taken from you as evidence, you will first need to obtain a release from either the District Attorney's office in Tulsa or Creek County or the Sapulpa City Attorney. You can contact whichever office is dealing with any pending charges.
Note: In most instances, evidence is not released until a final disposition has been reached on all pending charges.
If you are the victim of a crime and have property recovered by the police, the prosecutor will determine when your items may be released and are no longer needed for trial. Once you have obtained any required release form, you can contact the Police Department at 918-224-3862 and ask to speak with the property room clerk (Monday-Friday, 8am to 5pm). The property room clerk will set up a time for you to meet them to obtain the property.
Does the City of Sapulpa have a jail?
yes, the City of Sapulpa has a 10-day holding facility. If someone you know has been arrsted and placed in the Sapulpa City Jail, you can call the non-emergency phone number, 918-224-3862, to find out the charges and bond amount in order for their release. Bond can be posted by either bringing in the exact amount in cash or by using a major credit card.
Note: A one-time fee of $2.75 will be charged for each time someone is release and a credit card is used.
You can also contact the Creek County Bar Association and retain an attorney in good standing and have them sign the person out on their own recognizance (OR). If the bond is paid, the person released can either go to court and see if the fine will be reduced, dispute the charges, or not appear and forfeit the total bond amount. If the person is OR released, a court appearance date is given, and they will need to show up for court or a bench warrant may be issued for that person.
I have received a traffic citation. What do I do now?
If you have received a citation for either no driver's license in possession or no insurance, you have 48 hours to meet with the court clerk at Sapulpa City Hall

With these two types of citations, if proof of insurance or valid driver's license at the time of the stop are provided, these charges will be dismissed at no cost to you. All other traffic citations will require you to do one of two things - 1) appear for court on the date and time listed on the citation at the Sapulpa Municipal Court (425 E Dewey Ave, Sapulpa, OK 74066), or 2) Pay the amount of bond listed on the citation either to the court clerk office listed above or by mail to the Court Clerk's Office (PO Box 1130, Sapulpa, OK 74067).
Failure to pay the bond or show up for court will cause your driver's license to be suspended and will cost you more with the added cost of a warrant being issued for your arrest.
What are the hours for the Sapulpa Police Department?
The Sapulpa Police Department is open 24 hours a day, 365 days a year. There are always patrol officers on duty. However, the administration and detectives work normal business hours (Monday - Friday, 8 am - 5 pm, except holidays and vacation). You can contact the Police Department at the main non-emergency number 918-224-3862 to check and see if any officer or police personnel are on duty any time you wish.

The Animal Control Department falls under the Services Division within the Sapulpa Police Department. You can reach Animal Control directly Monday through Friday 8 am to 5 pm by calling 918-227-2722. After hours or on weekends, contact the Sapulpa Police Department Dispatcher at 919-224-3862, and a police officer will respond and contact Animal Control if further assistance is necessary.
Does the City of Sapulpa have a curfew for minors?
Yes, the City of Sapulpa has a curfew for minors. A minor is defined as anyone under the age of 18. The curfew states that persons 15 years of age or younger are not allowed out between the hours of 10 pm and 6 am. Persons over the age of 15 but less than 18 are not allowed out between the hours of midnight to 6 am Sunday through Thursday and 1 am to 6 am Friday and Saturday. There are several exceptions to this rule, such as being accompanied by a parent or legal guardian, or a necessity such as school-related travel and other school or church activities. What are the requirements to become a police officer for the City of Sapulpa?
To become a police officer for the City of Sapulpa, you must be at least 21 years of age or older. You must pass a written exam, physical agility test, psychological test, pension physical, oral interview, and extensive background check. Applicants cannot have been convicted of a felony. Applications are available at the Sapulpa Police Department located at 20 N Walnut, Sapulpa, OK 74066.
Note: Applications are only accepted when the hiring process is open.
How do I become a Sapulpa Reserve Police Officer?
To become a Sapulpa Reserve Police Officer, you will need to be at least 21 years of age or older. You must pass a physical agility test, an oral interview, and a background check. Applicants cannot have been convicted of a felony.
Can I ride along with a Police Officer?
Applications for the ride-along are available at the Sapulpa Police Department. You must submit a letter about why you want to ride along and complete a Hold-Harmless Agreement. Citizen ride-alongs are limited to a total of two (2) per calendar year. If participants are under 18 years of age, a parent or guardian must approve and sign the Hold-Harmless Agreement. No persons under the age of 16 may participate in the program.
What can I do about barking dogs?
Contact Animal Control and request they speak with the owner of the offending dog. If Animal Control is unable to resolve the issue, you can contact the Sapulpa Police Department and an officer will speak to the dog owner. if the issue is still not corrected, you can contact the Sapulpa Police Department and an officer will take a report and forward it to the City Attorney.

What can I do if a culvert pipe is stopped up and causing flooding?
Contact the City of Sapulpa Public Works at 918-248-5928. Mud and debris can be blown or cleaned out of the culvert allowing a larger capacity of water to flow.
What steps do I have to take to have trees removed?
The City of Sapulpa only removes trees located on city property. If a tree has fallen onto a street, the city will remove the portion of the tree that is on the street. The city does not remove trees from alleyways or easements.

What should I do when the city has rodded the main sewer line near my property and found no problem?
The City of Sapulpa does not maintain or control the private service line. You will need to contact a licensed plumber to clear any obstruction or repair the service line to rectiy the problem. The City of Sapulpa does not repair or replace private laterals and drains.
Who is responsible for the trimming of trees in ROW?
The owner of any premises abutting on any street of this city shall trim all trees and shrubbery growing in the parking, between the sidewalks and the roadway, or any such street, and all trees and shrubbery growing on any part of the premises adjacent to the sidewalks or any street or alley, in such manner that the boughs or limbs thereof shall not obstruct the view or free and convenient passage and travel along the streets, sidewalks, and alleys.
When such premises are occupied by some person other than the owner, such occupant shall trim the trees and shrubbery in the same manner hereinafter required of the owner.
Such trees and shrubbery shall be trimmed so that the lowest branches or foliage shall not be lower than 14 feet above the roadway of a street or alley, nor lower than 8 feet above the sidewalk. In order to protect the public welfare and safety, the City Manager may effect immediate removal of any object found in violation of this. Any costs for such removal or abatement shall be borne by the owner or occupier of the property.
Does the city repair residential sidewalks?
It is the duty of the occupant of any lot or piece of ground abutting upon any street where there is a sidewalk or gutter on the street to keep such sidewalk or gutter clean and to remove therefore all materials, snow or ice, trash, weeds, refuse, rubbish, or hazards of any kind and to keep the sidewalk and gutter in good repair. if there is no such occupant of any such lot other than the owner, it is the duty of the owner to do the same. It is unlawful for the owner or occupant of property to permit the sidewalk or sidewalk area to become a hazard to persons using the sidewalk or sidewalk area.

Traffic Control Request is submitted to our Police and Fire Department for their review. Once it approved by the Police and Fire a work order is created and given to our Street Department. A sign is then made and installed at location of request.

Each year, The City of Sapulpa, receives many inquiries about installing stop signs, speed limit signs or other traffic control signs as a way to reduce speeding. However, research shows that other measures are more effective than adding more stop signs or traffic signals. The purpose of stop signs and traffic signals is to assign right-of-way at an intersection.
The "Federal Manual on Uniform Traffic Control Devices" dictates the size, shape, and color of all traffic signs. This manual has guidelines for installing signs and thus creates uniformity from state to state. The State of Oklahoma has a similar "Traffic Manual" which is in keeping with the Federal Manual. The City of Sapulpa complies with the guidelines of the State Traffic Manual.
These policies identify specific traffic and pedestrian volumes, accident history, and any unusual conditions which must be present at the intersection before these traffic control devices may be installed. Overuse of stop signs reduces their effectiveness and if installed where not justified they are largely ignored by drivers who tend to speed up between stop sign controlled intersections rather than slow down.

City drainage maintenance is limited to flood control and prevention. As such, city drainage maintenance is restricted to removing major obstructions from drainage areas. Most drainage areas (creeks, etc) are located on private property and are owned by the adjoining home or property owner. As a result, vegetation and erosion control is the responsibility of the individual property owner.

Do you have computers with internet?
We currently have 18 computers with the Internet. We also have wireless capabilities. If you need to apply for a job, work on a resume, or do a test please let us know and we can allow more time for you on a computer back behind the Circulation desk. We must know ahead of time so that there can be a computer available as there is not always one available.
How can I volunteer for the library?
Our volunteer group is called “Friends of the Sapulpa Library”. The "Friends of the Sapulpa Library" group meets on the first Wednesday of the month at 12 Noon on the lower level of the library. Come into the library and fill out a form and we will get you started. You do not have to come to the meetings to volunteer at the library but it will help you to know more of what is going on at the library and behind the scenes.

How do I get a library card?
Library cards are free to all residents of Creek County and to all persons working full-time or attending school grades 1-12 in Creek County. All applicants must present valid photo identification and proof of current residence in Creek County. Two alternate phone numbers must be provided (work phone/reference phone).
A.Children 6-years-old or in the first grade or older, may receive a free card, if they are attending school in Creek County. A parent or legal guardian must sign the application card authorizing the child to have a card. The parent must present valid photo identification and proof of current residence in Creek County.
B.Adults not residing, working full-time or attending school fulltime in Creek County may pay $10.00 for a library card usable for one year. Applicants must present valid photo identification and proof of current residence.
C.All adult cardholders are responsible for the safe return of all items borrowed on their cards. They are responsible for all fines and charges. There can be no more than $3.00 in fines and charges for a library card to be in good standing and be able to check out items.
D.Parents/legal guardians are responsible for the care of items borrowed and the safe return of those items borrowed by the child authorized by them. They are responsible for all fines and charges. There can be no more than $3.00 in fines and charges on their family card and for the child’s library card to be in good standing and available for checking out items.
E.When receiving a library card for the first time there is a limit of two books allowed for checkout. This gives the library a chance to check references by the time the two items have been returned
What are the requirements to use the computer?
Adults 18 years of age or older will be asked whether they will accept the Internet Policy as they are signing in. If you have a regular library card you will get two free hours on the computer per day provided there are no outstanding fines or lost items that have not been brought back to the library. Being in good standing means there are less than $3.00 owed on your account. If there is no regular library card and you are asking for a guest card you must show your Driver's License and will only get one hour on the computer.
If Patrons are under the age of 18, a parent or guardian may be with you while they are on the computer since the youth may need guidance. Please do not drop your child off at the library as they are likely to not get to be on the computer without your approval or your presence there.
If they are found in violation of the Internet Policy, their computer usage may be suspended for a period of time. Patrons cannot come back a second time during the same day in order to accommodate all our patrons who wish to use the computer unless you have not used up all your time allowed. If you need to print you must pay .25 per sheet so that we may keep a supply of paper on hand for printing. We use Cassie as our computer management software.

What is stormwater?
Stormwater is exactly what it sounds like. When it rains or when snow melts, water that is not soaked into the ground may go directly into a channel or storm drain and/or straight to a nearby river or creek.
Why is stormwater management so important?
Without a stormwater collection system, every rainstorm could turn into a flood. Sapulpa’s Stormwater Management Program has responsibility for operating, maintaining and improving an extensive system of open waterways and enclosed storm sewer lines. This system exists to collect the rainwater that runs off yards, roofs, streets and parking lots and carry it away from neighborhoods to the area’s creeks and streams.
The Sapulpa Stormwater Management Program not only focuses on water quantity, but also water quality. Water pollution degrades surface waters making them unsafe for drinking, fishing, swimming, and other activities. As stormwater flows across a surface, it picks up and carries any pollutants that were present on that surface. When a large surface area drains to a creek, it can accumulate a lot of pollutants! Maintaining good water quality in Sapulpa’s creeks and streams is important for preserving healthy creek habitats and ecosystems. The City of Sapulpa is permitted with the Oklahoma Department of Environmental Quality for stormwater discharges. This gives the City of Sapulpa ultimate responsibility for the water quality of stormwater discharges from the City of Sapulpa.
What are key concerns for the City of Sapulpa Stormwater Management Division?
Key concerns for the City of Sapulpa are: protecting water quality; public health, welfare and safety; reduction of flood losses; and the protection of natural resources.
What are examples of stormwater pollutants?
Stormwater pollution degrades surface waters making them unsafe for drinking, fishing, swimming, and other activities. Anything other than stormwater discharged to the City of Sapulpa's storm sewer system is considered a pollutant. Some examples of stormwater pollutants that are found within the City of Sapulpa include: grass clippings and yard debris; soil and dirt from construction activities; paints, varnishes and solvents; oil and antifreeze; garbage and refuse; sewage and animal wastes; and overuse of pesticides, herbicides and fertilizers.
What steps can a home/property owner take to protect water quality of Sapulpa's creeks?
Mow the outer strip of grass inward, toward the lawn instead of out to the street. Use a mulching mower or bag grass and leaves instead of blowing them into streets. Yard wastes clog storm drains and deplete oxygen in the water. Fish need oxygen to survive.
Maintain vehicles to prevent fluid leaks. Don’t pour used motor oil, antifreeze, pesticides or other pollutants into storm drains. Contact the City of Sapulpa’s Environmental Administrator at 918-248-5934 for proper disposal methods and locations.
Apply fertilizers and pesticides properly. Do not apply if rain is in the near forecast. Read labels to determine how much to use and when to apply. The Creek County OSU Extension (918-224-2192) has trained staff to answer questions about pesticides and fertilizers.
Pick up litter around your home or business so it doesn’t collect on drain inlets or clog sewer pipes. If you see someone littering, report the incident to the Oklahoma Litter Hotline, 1-888-5-LITTER.
Why am I charged a Stormwater Utility Fee on my utility bill?
In 1991, the US Environmental Protection Agency (EPA) developed regulations aimed at curbing the pollution of stormwater runoff. Contaminated stormwater runoff was known to be a major contributor to pollution of surface waters throughout the country. Contamination can result from exposure of storm water to materials such as fuels, chemicals, raw materials, fertilizers, pesticides, and wastes. It can also result from dirt and debris accumulated on streets and in municipal storm sewer systems (MS4). Under this regulation, municipalities with populations over 100,000 were required to develop programs to minimize storm water pollution entering the MS4s. In 2005, smaller municipalities and "urbanized areas" came under similar regulations called the Phase II Stormwater Program. Municipally-owned facilities that engage in activities that might threaten to contaminate storm water must comply with these regulations.
The City of Sapulpa was issued a Storm Water Discharge permit with the Oklahoma Department of Environmental Quality (ODEQ) on October 27, 2006. This permit requires the development and implementation of an educational, operating and maintenance program to control storm water pollution through:
1. Public Education and Outreach;
2. Public Participation and Involvement;
3. Illicit Discharge Detection and Elimination;
4. Construction Site Run-Off Control;
5. Post-Construction Management; and
6. Pollution Prevention and Good Housekeeping for Municipal Operations.
The requirements of the Stormwater Management Program were federally mandated, but neither the State of Oklahoma nor the federal government provided a funding source. The Stormwater Utility Fee was implemented to cover the federally mandated requirements.
What does the Stormwater Utility Fee pay for?
The Stormwater Utility Fee pays for many services including, but not limited to:
- Repairs, maintenance, and/or upgrades to the municipal storm sewer system, including regional detention, ditches and culverts (land, labor, equipment, materials);
- Street sweeping;
- Watershed prevention measures;
- Creek monitoring and watershed characterization (including field test kits);
- Lab Fees;
- Construction site inspections;
- Illicit discharge inspections, equipment and supplies (including televising infrastructure);
- Sediment & Erosion Control Permit reviews;
- Drainage ditch clearing, re-grading and maintenance;
- Administrative requirements (permitting, management plan development, enforcement);
- Public education and participation procedures (enviroscape, educational materials and booths, storm drain marking program);
- Creek cleanup events;
- GIS and mapping services;
- Street curbing and guttering; and
- Hazardous/non-hazardous spill emergency containment and cleanup services

Who has to pay a Stormwater Utility Fee?
Any property that falls within the City of Sapulpa city limits and has impervious surface must pay a Stormwater Utility Fee.
I have no storm or ditches in my neighborhood. Why am I receiving a bill for the Stormwater Utility Fee?
Although the Stormwater Utility Fee does fund storm sewer system maintenance, this is only a portion of the Stormwater Management Program. The water quality portion of the program is not infrastructure dependent and is directly affected by all developed properties. All developed properties produce stormwater runoff and have a higher capacity for contributing to stormwater pollution. The City is responsible for the pollutants in the runoff that comes from any property within Sapulpa city limits and, therefore, every property within Sapulpa city limits is required to pay the Stormwater Utility Fee.
Why am I getting charged a Stormwater Utility Fee when I am not on city sewer or water?
The Stormwater Utility Fee has nothing to do with potable (drinking) water, wastewater or whether you're on city sewer. Stormwater is rain. The Stormwater Utility Fee is being charged for the service the city provides in controlling, storing and monitoring the community's stormwater runoff, which is greater coming from developed properties. All developed properties produce stormwater runoff and are, therefore, charged a Stormwater Utility Fee.

How do I report grass/yard waste in the street?

What's the difference between public and private streets?
A private street is usually located in a residential area such as a condominium development or gated community in which a homeowners' association maintains the grounds and streets. The city cannot make repairs to private streets because they are not located on public property. However, the city does maintain the water supply to private streets. Even though you reside within the city limits, unless your street meets engineering criteria, it may not be maintained by the city. If you are unsure whether your street is public or private, you may contact your homeowners association or call at 918-224-3040.
Can I drain chemicals, such as antifreeze or oil, into the street?
It is unlawful for any residence, or business, to allow drainage of a polluting substance, or to allow drainage of water, which may become a hazard into any street, alley, or sidewalk which in turn will drain into the storm water drainage system polluting our streams and harming the local wildlife.
The storm drain on our street is clogged. Who do I call for repairs?
The Stormwater Division is responsible for maintaining city owned storm drains. Storm drains are inspected and cleaned on a routine schedule to ensure they are in proper condition. Just before the rainy season, all the drains are checked for clearance. If you see a clogged drain or one that may be obstructed by trash or vegetation, submit a Service Request online or call Stormwater Management at 918-248-5934.
How do I report a broken street light?
You can call Oklahoma Gas and Electric (OG&E) directly at 1-800-272-9741 to report a street light out or report it to City Hall at 918-224-3040 who will then notify OG&E. Oklahoma Gas and Electric (OG&E)

Can I have a daycare in my home?
A Family Day Care is permitted in all residential zoning districts.
Can I place a mobile home on my property for a family member?
Mobile homes are permitted in the zoning designation RMH. (Residential Mobile Home Park District) On property zoned AG (Agriculture District), a request to locate a mobile home requires Approval of a Special Exception from the Board of Adjustment. Mobile homes shall not be allowed in any other zoning designation. Only one (1) residence, of any type, shall be located on any one (1) lot.
What can I do in commercial zoning?
The Zoning Code indicates Permitted uses and Special Exception uses for all Commercial zoning designations. Chapter six (6) of the Zoning Code provides the Use units allowed in commercial zoning--chapter nine (9) illustrates the specific Use Units.
I received a Notice of Public Hearing. Is my property being rezoned?
No. When a request to Rezone a property or a request for a Special Exception or Variance for a specific property is filed with the City of Sapulpa, the State of Oklahoma requires notification of a public hearing. This notification is mailed to all property owners within a 300 foot radius of subject property. A summary of the proposed application is within the body of the notification, as well as the location, date, and time for the public hearing.
The public hearing provides additional information regarding the proposal and an opportunity for the public to ask questions and speak in favor or against the application. Attendance is optional; however, voicing opposition or support before the board or commission is the most effective means of sharing your opinion. Subject to public records laws, upon request, any application may be viewed by the public.

What is zoning?
Zoning is the control by authority of the use of land, and of the buildings thereon. Areas of land are divided into zones within which various uses are permitted.
Zoning provides the standards and regulations that apply to land and structures in the City of Sapulpa. These standards and regulations help implement the City's Comprehensive Plan which contain goals, policies and recommendations of how development in the city (long-term) is to be achieved.
The City of Sapulpa has numerous zoning districts. Each one has a list of permitted uses and standards for building setbacks, densities, and heights. Some have specific design guidelines.

What is the zoning code?
The Zoning Code, which is part of the Sapulpa City Code of Ordinances, is a collection of regulations established to promote compatible patterns of land use within the City of Sapulpa.
What is the Comprehensive Plan?
The Comprehensive Plan guides the physical development and growth of Sapulpa by providing recommendations and establishing goals for land use, transportation, housing, and infrastructure planning. The policies established provide a framework which individuals, businesses, and public officials can make decisions that are consistent with the community’s vision for the future.
How long does it take to rezone, lot split, seek a variance, etc.?
Depending upon the type of land use action requested, an application may receive a determination as soon as four (4) weeks or may require eight (8) weeks. The type of notification and the number of reviews required dictate the time frame. Times are typical and subject to weather, holidays, etc.
When does the Planning Commission meet?
The Sapulpa Metropolitan Area Planning Commission (SMAPC) meet on the 4th Tuesday of each month unless otherwise noted on meeting dates calendar. Typically, the meetings are held at 7:00 p.m. at Sapulpa City Hall at 425 E. Dewey Avenue in the 2nd Floor Council Chambers.
Can the city survey my property?
No. The City does not perform surveys. You will need to call a licensed surveyor for assistance.
I want to add a 30x40 shed/workshop to my yard. What do I do first?

Carports require a Special Exception granted by Board of Adjustment.

What is the difference between a variance and a special exception?
A Special Exception is a permitted use in the Zoning Code whose conditions for its availability are stated in the ordinance, the proposed use does not seriously infringe the health, safety, and welfare of the community.
A Variance is a form of relief from the zoning ordinance to permit the use of land in a way that is not otherwise permitted under the ordinance. Variances are considered if the literal application of the Zoning Code would produce an unnecessary hardship on the landowner and rendering the property virtually useless.
Financial hardship is not applicable for consideration of a Variance.
Applications for a Special Exception or a Variance are presented to the Board of Adjustment.
If my application is not approved, do I get my money back?
No. Application fees and notification fees are not refundable. Planning staff is available to discuss the proposed project prior to application.
What is the difference between a plat and a subdivision?
A “plat” is a technical drawing or map that shows the lot lines or parcel boundaries, as well as the location of road right-of-way and utility easements.
A “subdivision” is the division or separation of a large tract of typically unimproved land under single ownership into smaller units, lots, or parcels.
What is a floodplain?
Floodplain--Any land area susceptible to being inundated by floodwaters from any source.
Special Flood Hazard Area (SFHA)--An area having special flood, mudflow or flood-related erosion hazards and shown on a Flood Insurance Rate Map (FIRM)
100-year flood or the base flood is also known as the 1-percent (1%) annual chance flood, and is defined as the area that will be inundated by the flood event having a 1-percent chance of being equaled or exceeded in any given year.
The 500-year flood zone are areas between the limits of the base flood (100-year) and the 0.2-percent-annual-chance flood. These are areas having a 0.2% chance of being equaled or exceeded in any given year that will be inundated by the flood event.
What is impervious surface?
Impervious surfaces are solid surfaces such as pavements (roads, sidewalks, driveways, and parking lots) that are covered by impenetrable materials such as asphalt, concrete, brick, stone—and rooftops. These surfaces do not allow water to pass through, forcing it to run off.
My neighbor painted his house a color not approved by the HOA. What do I do?
Communicate your concerns to the Homeowners Association president to determine the appropriate course of action. Many of the subdivisions in the City are subject to covenants and deed restrictions which regulate the use of property beyond the limitations contained in the City's ordinances. These deeds and covenants are private agreements between property owners and are not enforced by the City.

No. There is no fee associated with using bank drafts. You can avoid paying extra fees by signing up for bank draft at any time.
When are fire run payments due?
Fire Run bills are sent out on the 15th of each month. Payment is due on the 30th of each month. Fire contracts can be paid a year at a time and would be due again at the expiration of the 12-month period.
