Joan Riley
Joan Riley joined the City of Sapulpa as City Manager in April 2016. With more than 20 years of local government experience Joan oversees the management and operation of all City departments and services, as well as all City-wide projects. As the City Manager, Joan reports to the City Council with the responsibility of providing professional background and recommendations for the Council’s decision making.
Joan served as Assistant City Manager for the City of Enid from January 2010 to April 2016, with prior positions at the City of Enid as the Interim Finance Director 2009 through 2010, Treasury and Budget Manager 2002 to 2009, and Staff Accountant from 2000 to 2002. Joan graduated Suma Cum Laude from Mid-America Christian University with a Bachelor of Science in Public Administration and Ethics.
Although born and raised in Texas, Joan considers herself an Oklahoman by choice. She and her husband Mike were married 44 years before his passing in 2020. They raised 4 children. Her greatest joy in life is spending time with her 8 grandchildren.
Joan is a member of the International City/County Management Association and past President of the City Managers Association of Oklahoma. She also serves as chairman of the Oklahoma Municipal League’s Legislative Committee.
